That's a male peacock. The males grow the specialized tail feathers to attract females (peahens). He spreads his tail when he's trying to attract a mate, and he's happy to perform this display as often as needed, if it does the job.
She looks mad. Although I do worry that somebody would want to cause her harm because of how pretty her feathers are. People are very cruel. It takes a lot of energy for her to spread out like that. Forcing her to do that will make her tired and cranky.
