This is in Bangladesh. The train is crossing the river named "TURAG". And the occasion is "EJTEMA", People are returning home after EJTEMA the second largest religious gathering.

The Indian Empire aka the British Raj ceased to exist on 15 August 1947. The celebration of independence was shortlived; it turned into an agony of religious war, the empire torn into Hindu India and Moslem Pakistan. A horrific bloodbath began. Many people were slaughtered on those trains. That is the danger of religious fanatism or any other type of fanatism - where one side believes they are right and the others are wrong. No one listens.

the scene is at the time of separation when pakistan parted off from india. The scene was common at that time since their was a civil war between hindus and muslims. Theres nothin like shortage of trains..

Mecca, Islam’s holiest city, is in Saudi Arabia. There is, however, a mosque called Mecca Masjid in Hyderabad, India. But I doubt that the picture has anything to do with either of these.

Indians are Hindu, and are constantly at odds with Pakistan which is Muslim, they wouldnt be coming from Mecca (a Muslim holy site) in India

This is very common in india. Shortage of trains, oversurplus of people and no safety codes. They should just install seats on top of the rail cars as well.
