Ummm...how about "Waterspout" instead of "tornado". If it makes landfall, it becomes a tornado. Over the water, it's a waterspout. BTW, waterspouts are significantly weaker than tornadoes as the temperature delta is generally much less than over land (which has less heat carrying capacity as water - so it heats up and cools down much more quickly).
