Yes, it is ocotillo, Fouquieria splendens, which looks like a cactus but isn't. It's one of the classic plant citizens of the Chihuahuan Desert, and all it takes is a good rain for it to become lush with green leaves and beautiful red flowers. Indians in the area used to collect and dry the flowers and brew a tea from them.
