I've been this close to them in the ocean near Miami and they are that big. Also, you can't single out that picture to just the dead sea. That could be anywhere.
The picture seems to take place in the Dead Sea, at least judging by the way people float and by the rocks. There are no manatees in the dead sea - nor ate they that big.
