That's probably windburn. Palms are pretty resistant to plant diseases. Also, it's the nature of palms for the lower and older fronds to dry up and fall away. That's what forms the 'beard' as it's called on large, mature palms. All that said, the palm, even if not diseased, is certainly scraggly looking, and is obviously artifically lit since the sun hasn't come up yet...this is one of those mediocre 'where I went on my vacation' shots.

I'm always surprised when people include the leaves of diseased plants in their pics. This commonly happens with palms.
