Actually the larger cans might work as a 'catch-all' in case the smaller caps explode (they can get pretty violent, causing more board damage). Without knowing the exact circuit layout and load requirements, if would be hard to prove this is fraud.

Umm well if you really look at it, the one that is opened is shorter than the none opened one. Which could mean that he altered it to gain the scratches and just change it to look silver. It really would be that hard to alter that. Although I wouldn't put it past not only the Chinese but American corps to tell the Chinese to do that to save a little dough. Also if you look closely you will notice that the lowest 'Master' on both have the same exact scratch at the t. But he could have gone low tech and just taken one apart and made it himself to frame those poor Chinese.

From the previous comments I see that it is easier to test your religion - muslim or christian than measure the capacitance value. Difference between Chinese and WASP face is easily visible.
Seriously, the top picture shows that incoming quality control is not existent if 2200 uF capacitor can be sold as 6800 uF. My guess that it is a mass production of some crooks.

This is dangerous as hell. Capacitors are not like batteries, so a previous poster was wrong in his assumption that it's dangerous because the capacitance is too small. If you overcharge a battery, it can explode. Not so for capacitors, because you do not "charge" them the same way. However, it is dangerous because of the voltage ratings. The outside can is rated at 50 volts, but the inside capacitor is 35 volts. If someone hooked up this capacitor to 50 volts, you would get a HUGE explosion.

One reason for this could be to try to make something like audio amplifier look better and more powerful, otherwise it would probably be cheaper and easier to just get the bigger capacitor instead of making one of these..

Master is not a reputable manufacturer. Rubycon is. Obviously it would be Master that committed the fraud. The big hit here is the 3x change in capacitance. It isn't really dangerous, it would just greatly reduce the life and quality of whatever it was designed into. If you are making safety critical equipment and you are buying off-brand chinese caps then you are negligent. There are no margins left in china's ridiculous race to the bottom, so this sort of thing will become more common.

The Equipment it is used in might even work normally for some time.
How long all depends upon how both the equipment and the 2200µF capacitor are designed.
Well designed equipment will usually put less then 40V on a 50V part (and a good 35V Device will do at 40 or even 50V for some time unless it operates in hot environment), and given adequate mains voltage and normal temperature, it will work even with 1/3 of the capacitance at modest load.
Now if the mains voltage falls to say, 215V instad of 230V (perfectly within the +-10% specification), temperature goes outside normal levels or load simply increases near maximum, the capacitor wont properly filter the voltage and all sorts of malfunctions will result.
Which can result in all sorts of damage depending on what sort of equipment is concerned.
*: We often run destructive testing on incoming parts to verify the function of safety features, and a capacitor of this type never exploded yet.All that happens is that it gets hot, the top part splits apart at the grooves and bad smelling smoke comes out.If there is a suitable fuse fitted, it will blow within short time.

That's something you should have learned on the test bench. I've had an electrolytic capacitor blow up 2 feet in front of my face. Not hazardous, but loud enough to scare the shit out of you.
