This can also be accomplished by using a degree or blur in a program like photoshop. There are also filters that turn photos into watercolors, sketches, pastels, etc to various degrees controlled by the "artist". Many of these use a combination of blurs to achieve the product.

This effect is achieved by smearing the lens of the camera with a thin layer of petroleum jelly.

This view is actually still more beautiful in reality. In this case it has somehow been tampered with. I'm not a photographer, can somebody tell me what has been used? Some kind of diffuser?
