This is actually the McKinley Fire, now contained and just east of Corona, California, USA. I am not sure what is being dropped from the helicopter. Water drops are normally made by special aircraft that skim across lakes, without landing, to refill with water. Solid chemical drops are usually red in color. The color helps to determine, from the aircraft, areas where drops have already occurred. Currently most of the fire-retardant materials used are phosphate compounds that do not harm the environment. Chemicals that remain after the fire quickly serve as fertilizers.
