No, it's a fairly dark individual, but this is a great white shark. Look at the slightly extended upper tip of the tail fin, and the pointed shape of the shark's nose, note that there are two dorsal fins and four ventral fins (that's three fins too many to be a whale). Also, an orca would have a lot more white skin showing on its fins and lower body, even when pictured from this angle.
Shark - look at the shape of the head. Plus the tail points up and down. Whale's tails go from side-to-side. It's coloring doesn't look like that of a great white, but I'm no shark expert.
