It's Ponte Tower in Johannesburg, South Africa. It started as a nice building, then got taken over by gangs and the bottom 5 floors had filled up with trash and dead bodies before the city took over. It has now been renovated in light of the 2010 world cup. What a shame, I would have loved to see it in decay.
It was originally a a block of flats aimed at students and had a shopping mall etc at the bottom. The history behind it is that it started out as something of a social experiment - to try and create a self contained community... ie people lived, worked, shopped etc all in the building... but then druggies and gang members moved in and took over...
It is a famous building in South Africa, it was famous for the very high crime rate there, but last time there was a film on tv, where they told, they have solved the problems and it is possible to live there.
