This is just one of a series of "Hardware killers" that was put together by a bunch of bored IT guys about 10 years ago. This is the only one I'm still seeing pictures of though. Their boss happened to notice the item in question when he came down inquiring about a crashed server and almost had a heart attack when they opened the drawer where the others were all kept. They had 120V wired into every kind of cable imaginable.

Unless you don't live in NorthAmerica. Almost everywhere else it's 230v :-)

Should have no effect, if the ethernet device is designed to specs - 5kV isolation is the ethernet spec if I remember correctly.
