Sunlight reacts with the chlorine in the water. This reaction creates bromate. The black floaty plastic balls were added to help reduce the creation of this carcinogen in the san diego water supply.

Black is more effective for shade than "reflective" colors. They were after shade. They didn't care if the water got hot.

They are starting to learn then! If earlier scientists had listened to and learned from the natural scientist Viktor Schauberger more than eight decades ago, none of the open reservoirs would have been constructed. They would all have enclosed allowing waters to cool to a low temperature. But then, conventional scientists think 'they' are the real scientists, don't they!
