Firstly, it can't "take out" anything. It is capable of suppressing the equpment relying on radio-frequiency waves, but not of any permamnent damage. Secondly, the truth is that even the most modern of electronic warfare technology still lags behind the developments in the modern radar and RF guidance systems. It can jam your walkie-talkie real well, but it is absolutely useless against a Russian super-sonic anti-ship missile guidance system and/or a group of cooperating MiG-31s.

EA-6B electronic warfare plane. Rarely carries weapons. A couple of these can take out or spoof all radio-frequency communication, including radar, of a small country. Every bump and bulge on that thing is an antenna. The outboard pod on the wing is an electronic jammer, powered by the little propeller in front. The plane is at least 30 years old, with a lot of new parts, but still old. The ship in the background, the USS Kennedy (CV-67) is over 40.
