This may be intended to be a permanently moored facility. The outboard motor may be mounted only long enough to shift to a new location. I have been involved in such an operation. I don't see any registration numbers though this watercraft may have them. Mounting an outboard motor on a moorage float makes it a watercraft and in most states it would need valid registration and to be in compliance with safety regulations. We took our chances and got away with it.
Yeah, laugh at them, but they have a working houseboat for maybe 1% of the cost of a "real one. They're on the water, they can move around, they have a comfortable place to sleep. I should be so lucky.
