Tesla built such thing in NY to transfer energy throught Earth and produced lil earthquake. Experiments were shut down by city authority of course =)

Seems to be an abandoned High Voltage equipment, probably laboratory part of a High Voltage laboratory test. Expensive. Photo is good.
