I have found it. It is the medieval town of Belves in the Dordogne, France.

I think you're right there are also some plants growing upper right - most intriguing. I hope someone can tell us where it is.

I think it would be outdoors. It has a grille on the ground for the water to go into, so it has to be outside... :)
